This phase of development is planned to connect locally generated heat to supply industrial, commercial and residential heat loads in the Dagenham Dock area with afforadable low carbon heat. Heat consumers conuld include the Mayor's Barking and Dagenham Low Carbon Zone, that could initially supply existing council buildings and some new developments.
