Project Governance
The London Thames Gateway Heat Network is being developed by the London Development Agency's decentralised energy team. A steering group of key stakeholders has been assembled, incorporating public sector organisations to ensure integration of the project across the Thames Gateway. Technical advisors are also present at steering group meetings.

Making it happen
The Government is creating a new way of looking at our energy use. The Department for Energy and Climate Change is prioritising the need for secure, affordable and efficient energy systems that can bring about a transition to a low-carbon Britain. The Department of Communities and Local Government is introducing new measures to improve the energy performance of our buildings, and Local Authorities have an increasingly important role in delivering a low-carbon future.
The LDA aims to capitalise on this project to enable this transition in London. This new energy project exemplifies best practice from around the world. The way we use and deliver energy to our homes and workplaces is key to reducing the carbon emissions from London.
Policy certainty
The Network is being promoted during an important period of policy development. The Network and others like it, should be directly supported by the demand created for low and zero carbon heat by the EU Emissions Trading System, Climate change Levy Exemption and policies supporting renewable heat and by tax advantages.

The LDA is seed funding the project to leverage additional capital from UK and EU sources. In the Thames Gateway, the Economic Development Investment Plan (EDIP) is a mechanism to provide matched funding through the Joint European Support for Sustainable Investment in City Areas (JESSICA) fund. This is an example of a funding stream the LDA hopes to access.
